federal agents showing up at her parents' home three times over the weekend. >> we have new details about their mother is saying about their final phone call. let's get to the latest. abc chief investigative correspondent brian ross on the scene in boston. good morning, brian. >> reporter: good morning, george. overnight, authorities told abc news that 19-year-old dzhokhar tsarnaev has now begun to answer questions. there's a team of federal agents trying to find out if there is an ongoing threat.those importa inecause serious wounds he suffered during the weekend's dramatic capture. >> we have movement in the boat. >> reporter: as police and federal agents closed in, after a resident reported there was a bloody person hiding in his boat. a helicopter reported these images. >> he just sat up. he's moving and flailing about, quite a bit of movement. >> reporter: the orders went out to do everything to capture the 19-year-old alive.

even after an initial exchange of gunfire. >> all units, do not return the >> rorr: a robot in to tear the cover off. >> if they're able to successfully rip that off, he'll be fully exposed. okay? >> reporter: then they used flash-bang stun grenades to disorient the accused bomber. he had been apparently injured in a gunfight the night before. he was ordered to surrender and he meekly pulled up his shirt to show officers that he was not wearing a suicide vest. >> suspect in custody. >> reporter: as tsarnaev was troushd a hospital, the cheers went out down the street and across the country. as troubling questions about him and his older brother remained unanswered. >> why did young men who grew up and studied here, as part of our communities, and our country, resort to such violence? >> reporter: nowhere were there

more questions than the nearby college campus where the 19-year-old tsarnaev was known only as just another pot-smoking student. >> he didn't seem like a bad guy. he was a little bit of a -- i guess he was a little bit of a druggie. >> he just walked past me. we had a brief conversation. i asked him for a ride home. he told me, yeah. >> reporter: another friend even asked him about the bombing. >> i talked to him about it. he was like, yeah, man, tragedies happen all the time. >> reporter: the night after the bombing, tsarnaev tweeted, i'm a stress free kind of guy, as if nothing at all had happened. federal authorities say they expect to file formal criminal charges today, including counts that could lead to the death penalty. that ultimate decision is left to the attorney general, eric holder. to washington now where pierre thomas has been tracking

the trail of the older brother. and new questions about the fbi investigation into him two years ago. good morning, pierre. what do you have? >> reporter: good morning, robin. geerting stunning details that just came in. tamerlan tsarnaev's mother said he called her during the firefight with police. he said, quote, thted shooti aus, they're chasinmag ,. now you'll see and hear how the intense standoff unfolded. >> we have explosives. being detonated! shots fired! adam street, watertown! >> reporter: these are the dramatic moments heard on video. the deadly confrontation with the most wanted men in america. >> get down here with the guns! long guns! >> reporter: the suspects battled police with at least five homemade bombs in the firefight. three exploded, including a pressure cooker bomb. like the ones used in the assault on the boston marathon. >> there was a huge explosion. we believe that was the pressure cooker bomb that went off.

>> reporter: the watertown police chief told abc's martha raddatz -- >> they brought the fight to us. >> reporter: abc news has learned that the older brother allegedly stood with the smoke swirling around him, refusing to retreat, firing away at police, before being killed in the exchange. >> one down on laurel street in custody. >> reporter: it turns out the russian government was suspicious of tamerlan in 2011, even after living here for years. russian authorities feared he would travel from the u.s. back to russia to connect with islamic radicals they had been fighting for years. they asked the fbi to investigate. the fbi interviewed tamerlan, who, at that point appeared to be living the american dream. a gifted boxer who wanted to fight for america in the olympics. but, after looking into his phone records, websites, and associates, the fbi found no

ties to terrorists. by law, monitoring had to stop barring new negative information. the fbi was no longer watching. after tamerlan returned from a six-month trip to russia, a dark side began emerged. he was charged in cambridge with beating a former girlfriend. started uploading videos. authorities never saw this coming. [ explosion ] some investigators believed tamerlan was the leader and convinced his younger brother to embrace jihad. george? >> let's get more from abc legal analyst dan abrams. and former special agent for the fbi brad garrett. we now know that dzhokhar is answering some questions in writing. the fbi wants to know, is anybody else involved? >> right. the real trick with that, george, is figuring out where his mind is. what is his motivation? why does he want to talk to us? is he being truthful or not? getting him over that hump and

saying, okay, it's okay to talk to us, it's really your only avenue to a better situation maybe. th cld take a lo period of time. >> and dan, how much longer can this questioning go on without reading the suspect his miranda rights? apparently, it hasn't happened yet. >> they're calling it the public safety exception. unclear how long they're allowed to do it. in past cases, like the underwear bomber, they questioned him for about 50 minutes and a court determined that was okay without a miranda warning. the further the time is away from the incident itself, the more perilous it is constitutionally. at some point, it doesn't matter. he challenges it later on, the court says, you shouldn't have done it. you shouldn't have questioned without his miranda. what happens then? that means, they throw out his statement. so what? they don't need his statement in connection. >> they have all the other evidence. >> this is about getting

intelligence from him. not a statement they can use in court. >> and these charges expected to be filed. almost certain to face the death penalty. >> it will be a death-eligible charge for sure. a decision made later to seek the death penalty. the use of a weapon of mass destruction would be a death-eligible. >> the fbi interviewing the older brother in 2011. some members of congress saying that was a missed opportunity, criticizing the fbi for not keeping their eyes on tamerlan. >> well, let's look at this. hundreds of thousands of versions of him are floating around the country. the fbi go, they do a background, sometimes ultimately interview them. visiting jihadist websites are not against the law. a lot of teenagers and young adults are doing that. so, the question is, you have to do an assessment if you're an fbi agent. do you move forward with it? do you have enough evidence to move on? if you don't have anything but

chatter by this guy, you move on to the next one. should they have come back and visited? when did they know about the six months in russia? those type of things do become critical. >> the devil is in the details. >> if someone else were involved, would we know by now? >> one would think. only because of everything they've been able to do in the last week from their computers, phones, the people around them, associates. my sense is, they probably have a handle on that. >> thank you. let's go to josh for the other top stories. major frustration for air travelers. all beginning this morning with no end in sight. flights are delayed at major airports because the faa is being forced to furlough thousands of air traffic controllers. abc's matt gutman has more from miami. good morning, matt. >> reporter: good morning, josh. the delays are already piling up. new york area airports reporting delays of over an hour. l.a.x. over three hours overnight. this is just the start. the faa now warning that as many

as 6,700 flights could be delayed every day.the sequestrac across-the-board budgets cuts across-the-board budgets cuts are forcing furloughs. fewer planes in the air translates into delays. about 5,000 planes in the air at a given time and fewer eyes in the tower, the faa is slowing air traffic for safety. planes could both be prevented from landing and taking off. those inevitable delays could cost travelers more than just their time. >> airlines may have to cut flights. that will drive up ticket prices. demand will be high. >> reporter: the only antidote? said senator chuck schumer. >> we need democrats and republicans to meet in the middle and end the sequestration that causes the problems.

>> reporter: analysts said there's not much to protect yourself. but try to carry one of these. check your flight status often. >> thank you, matt. meanwhile, extreme flooding ree deaths.est is blamed for the wate hh the sippi, more thn barges broke loose from their moorings near st. louis. the coast guard had to close the river near vicksburg. sam will have the forecast in a moment. the investigators in the town of west, texas, are getting back to work today, trying to figure out what caused the fire before the massive explosion at a fertilizer plant. 12 of the 14 people killed were first responders. some nearby residents have finally been allowed back to their homes. and the shooter who sent thousands of people running for cover at a marijuana celebration in denver this weekend may have been caught on camera. police say that video taken by people in the crowd shows two possible suspects.

three people were injured when shots rang out at the rally saturday, which recognized the recent legalization of marijuana in that state. finally, a true lowlight from the indians-astros baseball game. take a look, as a member of the clevelanders drives one to right -- back, back, back, and gone. oh, yeah. made it in to the fan's popcorn bucket. >> oh. >> won the game for cleveland, by the way. and in true reflection of a season that most houston astros fans would like to forget, that fan was named fan of the game. as well he should. but look at it this way, houston, there are always the miami marlins. so it's not -- >> keep hope alive. all right, josh, thank you for that. to the new details about one of the most lethal avalanches in years. massive waves of snow taking down five experienced snowboarders and a skier in colorado.

one man somehow managed to survive. abc's clayton sandell has the story. >> reporter: this morning, struggling to grasp how five experts on the slopes became victims of colorado's deadliest avalanche in 50 years. >> they were very experienced and had all of the right equipment. >> reporter: the snowboarders and one skier were all in their 30s. caught by surprise saturday when an avalanche two football fields wide, four football fields long came railroading toward them. >> it literally traveled at the speed of a freight train. probably moving at speeds 50, 60 miles an hour. >> reporter: rescuer dale atkins took us back to where he took us back to where he helped search for victims. at that speed, that power, you don't have much time. >> you literally have seconds to try to get out of the way. >> reporter: but amid the chaos, one man miraculously survived. a manager at a colorado snowboard company was unhurt but partially buried.

>> he was able to get snow off his face but he couldn't get free for some time. >> reporter: he eventually got free, hiked to a nearby road, and flagged down a car for help. >> nature really doesn't care about our knowledge and skills. surviving an avalanche is all luck. one fella is able to walk away from this. it's luck. >> reporter: for "good morning america," clayton sandell, abc news, loveland pass, colorado. >> mother nature. over the weekend, everyone's thoughts about boston. boston strong. >> there will be a moment of silence today at 2:50 p.m., one week exactly after the bombs went off at the finish line of the boston marathon. this weekend, as robin just mentioned, this proud and resilient town showed its real spirit and why boston strong is much more now than just a turn of phrase. ♪ america ♪ america

>> reporter: as hundreds of bostonians gathered near the site of the bombings to pray, to sing, and to pay tribute to the victims, their call has become the city's new mantra. we are boston strong. the resilient spirit on display from the most remote brick wall to just about everywhere a crowd might gather. at the boston garden, members of the bruins gave their jerseys to first responders of the bombing. and to fenway park, where long-time favorite red sock david ortiz gave a passionate pregame speech encouraging everyone to stay strong because -- >> this is our [ bleep ] city. >> reporter: words the head of the fcc chose to overlook because he said, david ortiz spoke from the heart at today's red sox game. i stand with big papi and the people of boston. ♪

>> reporter: from grand gestures like punk band drop kick murphy raising $100,0 tough tles to sm. like this officer deling mifamilies while under lockdown. ♪ sweet caroline >> reporter: boston's defiance perhaps best summed up by one song, "sweet caroline." neil diamond took to fenway to sing his trademark hit. by song's end, his voice just one of many, loud, proud, 35,000 boston strong. ♪ good times never seemed so good so good so good so good ♪ ♪ i've been inclined ♪ bum, bum, bum ♪ to believe they never would >> reporter: neil diamond showed up. didn't even have to be asked. he said, i want to sing it today.

because we're talking about -- that's indiana, but we got six rivers in record floods. the missouri, illinois, and the mississippi rivers are all in high flooding right now. take a look at all that area right now. the flashes of the major flooding to the rest of it. there is more rain mto ountry today into tomorrow. looking at chicago, grand rapids, des moines, wichita all getting more. this just extends the crest in that area. it doesn't add to the river heights. did you wake up with a chill this morning? you bet. we'll talk about that and snow in the next half hour. ten states getting snow.

teenager, inated wittharts. playing the saxophone and drawing. we spoke to her lawyer at her family's rhode island home, where she fled after learning of her husband's death. and where authorities visited her several times yesterday t question her. with a ditiffitiily ishrto deal so -- that's what -- that's -- that's the best i can do right there. >> reporter: russell and tsarnaev married about three years ago. giving birth to a daughter. >> i have seen the baby just playing in the yard. everybody seemed happy. >> reporter: her friends reportedly said that tsarnaev was controlling her. she dropped out of college after meeting him. disappointing news for her former high school art teacher. >> i remember the conversations that she was very intelligent. she would, you know, definitely add to discussions in the class. >> reporter: and while friends say she was never religious, abc news has learned she converted

to islam some time after she and tsarnaev got married. her family has spent more than a decade in this home. a home that was put up for sale just days ago. when asked about tsarnaev being named a suspect in the marathon bombing, the family said in a statement, quote, in the aftermath of the patriots day horror, we know that we never really knew tamerlan tsarnaev. meanwhile, her lawyer told the associated press that she never suspected anything. and that, in fact, she learned that he was a suspect by seeing it on tv. robin? >> thank you, gio. for more, we're bringing back dan abrams. we know she's not in custody. what does that tell you how authorities view her? >> nothing yet. let's even assume for a moment, we don't know this to be true, let's assume the authorities are suspicious. they want to gather as much information as they can first. if they take her into custody,

they have to read her her miranda rights. she becomes an official suspect. rights kick in. no need to do that right now. they want to gather as much information as they can. >> there's been no evidence she knew anything about the bombings. if she did, what does she face? >> look, knowledge alone typically wouldn't be a serious crime. in this case, the authorities would figure out a way, an accessory, aiding and abetting. at the very least, it's still a federal crime if you know about a felony, it's a crime that is almost never used. but they could charge her for actively concealing the crime if she knew about it, had nothing to do with it, wasn't involved in it, but concealed it. they could charge her with that crime, only faces up to three years in prison, though. >> wouhat ege,d is dea >> she could still say, i won't disclose confidential conversations that my husband and i had

>> absolutely. all right, dan. let's get the latest on the jodi arias trial. jurors had a barrage of tough questions about her domestic abuse claims last week. prosecutors have witnesses lined up to press the case today. ryan owens is our man in the courtroom. >> reporter: two women the same age, 32. one, an admitted killer on trial for her life. the other, a psychologist who diagnosed her with borderline personality disorder, said she's a manipulative liar with a violent streak. >> there's indication she has anger problems. >> reporter: the doctor ended last week by answering questions from the jurors. who could decide if jodi arias lives or dies. >> how many forensic cases have you worked on? do you consider jodi stabbing, shooting, and slitting travis' throat to be a traumatic event? >> reporter: she faced 20 questions.

compared that to the defense psychologists said arias was a battered woman. they were grilled with 200 often brutally skeptical questions. >> so help you god? >> yes. >> reporter: dr. dimarte also told the jury they never heard nearly this four-month trial. after shooting and repeatedly stabbing travis alexander, and then attending his memorial service and pretending she knew nothing about the killing, she hit on another guy on the way home. >> on the plane ride home, miss arias exchanged phone numbers with another male. who she then called him after she came home from the memorial service. >> reporter: this week, the prosecutor will continue his rebuttal case, telling the jury arias is making up abuse allegations and that she shot and repeatedly stabbed alexander in a jealous rage.
